Before the creation of the modern day County Councils, county level administration was limited in nature, Lord-Lieutenants replaced the Sheriffs from the time of Henry VIII and took a primarily military role, responsible for the militia and the Volunteer Force that replaced it. To this day, Essex and other counties have Lord Lieutenants, although today they perform ceremonial duties at events such as openings of new municipal buildings and award ceremonies for good causes and police attestation ceremonies.
Most administration was carried out by Justices of the Peace, who were appointed by the Lord-Lieutenant of Essex based upon their reputation within the local community.
